Joseph Anthony Aspin, 24, of Oakdene Avenue, Accrington was given a conditional discharge for 12 months by Blackburn magistrates after pleading guilty to possession of cannabis.
The court heard that police saw Aspin involved in a public order incident and when he pulled his shirt off a package containing cannabis fell to the floor.
He was given a fixed penalty for the initial offence.
