Preston chief exec: I do all my shopping in Blackburn


A LEADING figure behind the £700million expansion of Preston city centre is a Blackburn resident who does all his shopping in his hometown.

And Preston City Council chief executive Jim Carr has told Blackburn bosses: you are unduly worried about the Tithebarn scheme.

There has been a bitter fallout between bosses in Blackburn and Preston over the impact of the project on neighbouring towns.

Blackburn with Darwen Council has objected to the plans, which include a flagship John Lewis store, claiming they could overshadow its own regeneration ambitions and kill trade in the town centre.

But Mr Carr, who was born and raised in Blackburn, claimed their fears were unfounded.

The former St Mary’s College student, who lives in Beardwood, said: “I do my shopping in Blackburn on a Saturday.

“There are a lot of good things going on in Blackburn.

"The way they’ve tackled regeneration is very good.

"Church Street is fantastic and I shop at Debenham’s, Marks and Spencer and the market.

“We have a tendency to talk the place down, but I do not believe this will affect Blackburn at all. They are unduly concerned.”

In recent weeks the two councils have exchanged furious words about the potential impact of Tithebarn, which Blackpool has also objected to, after Blackburn bosses put out a letter to traders and other councils urging them to object.

Mr Carr added: “We were playing things quiet until the council started putting the letter out.

"What they appear to be saying is that Tithebarn should not be happening at all, which is ridiculous.

"For them to say we are building another 80,000 metres of shopping space when almost half of that is replacing things we will knock down is just not fair.”

The team behind Tithebarn say they are confident of avoiding a costly public inquiry which could scupper their ambitions after delaying the plans for more discussions with Blackburn and Blackpool.

But Blackburn with Darwen Council leader Michael Lee said: “I made an offer to sit down and talk about it with Preston, but it was declined.

"What they mean by more time is more time for us to sit down and accept their plans.

“It will have an impact on Blackburn, which is why we’re objecting.”

Here here mr carr,BwDBC could make the town a lot better if they concentrated their efforts on developing blackburn,instead of behaving like spoilt brats and moaning about prestons better top trumps,message for mr lee, check out the poll the LET did about preston downsizing!!

Preston is the town that was given City status, not Blackburn and as such needs to develop like any other city. Blackburn has its own agenda and will be much improved with the new town centre. I will go to Preston to shop in John Lewis, because it is a lot nearer than the John Lewis at Cheadle or the Trafford Centre, but I will always buy fresh food in Blackburn market because the quality is second to none and why go to Preston to shop in M &S, Boots, Debenhams etc. when Blackburn has the same shops. And don't forget, parking in Preston is not cheap.

Mr Carr says that Church Street is fantastic. If he is talking about Blackburn, Church Street WAS fantastic when it was open to traffic.

And just what do you think that major development is in the centre of the town or have you missed it from the comfort of your armchair. Fact is if this goes ahead the chances are the stores mr carr refers to will pull out of Blackburn - no m&s, no Debenhams, no BHS. We all lose out then by having to travel to Preston just to shop at Debenhams. Problem with a lot of people who write on here is they are unable to understand the long term implications. The council is right to back local businesses who will go to the wall if this goes ahead, sadly not enough Blackburn people are willing to stand up for their own town instead choosing to sell their soul to Preston.

This Tithebarn development is a huge White elephant and Blackburn have a right to ask for a public enquiry, that is their legal right. If there was an enquiry into the development at whitebirk then there should be one for this development.

I doubt that M&S, BHS, and Debenhams would pull out of Blackbutn as they have stood the test of time.
Over the years many towns have grown with bigger better shops and the likes of the Trafford Centre and the countless shopping malls and retail parks that have sprung up haven't stopped the shoppers from buying in Blackburn.

Maybe you should swap houses with Toshy who lives and sees Blackburn as it really is?
Whitebirk over the years has become one big flop and oh the moans and groans when it was first proposed and now look at it, depressed, just like Blackburn!
Maybe the reason the town can't attract major investment?

Andrew Weiss, where have you got it that i have a downer on my home town?my point was wishing that BwDBC would concentrate on redevelopment of blackburn instead of wasting time/taxpayers money on trying to railroad other cities development. Again I make the point what do you think is going on in the town centre? A dinosaur excavation? The council is investing in the town centre, new shopping centre, lord square gone, sudell cross revamped and a popular cinema and leisure complex - not to mention the new bridge!! This is exactly my point, people luke toshy have such low expectation and self esteem which they spout through pages like this despite the reality being very different. The centre of Blackburn is very different to what it was five years ago yet the likes of toshy moan that nothing is happening - comments based not on fact but on their own misguided outlook. As for m&s and Debenhams - the trafford centre was never a threat due to it's distance - having it on our doorstep is a very real threat. Just look what happened to southport when Liverpool got developed. It is not just this council fighting local traders corner Blackpool is doing the same, get your heads out of the sand and recognize the threat.

Andrew, i am aware of what is going on in the town centre,a private firm is investing £66m in the Mall,every credit to them, you also appear to have a very arrogant view on other peoples comments,and you seem capable of assessing people by not understanding the posts.i dont recall knocking the regeneration that is ongoing,you seem incapable of been able to tell the difference between private and public investment.To enable you to understand my point i will say it again BwDBC should concentrate efforts including resources on developing Blackburn.Keep taking the pills Andrew Weiss

Hi All.

I wonder if Jim Carr would be willing to speak to all out there, of his comendation from Common Purpose for recruiting one third of Preston council to Common Purpose?

It should come as no surprise that Mr Carr supports Grosvner Estates in its plans to destroy all surrounding shopping centres to Preston, Common Purpose is doing all it can to ensure the build goes ahead, protected by Freemasonry.

The Duke of Westminister, the man who controls Grosvneor Estates, destroyed the serenity of the Trough of Bowland with his #6000 per dsay bird murdering sessions,on what was the Earl of Peel's estate. He owns Liverpool 1, and now wants Preston...
Don't you just get the feeling the North is being taken over??
We are fast losing all we know to be the British Culture, and these super shopping malls are a big part of the destruction, we must try to make people see the reality so we can change it.

Toshy67, your grasp on how regeneration works seems a little limited. Do you seriously think the Mall came along and plopped a huge bundle of cash on the table? The Council would have spent considerable time and effort securing this investment that is how it works. Similarly they would have submitted a bid for funds to get the new bridge. I assume you are a regular reader of this paper? Ifso perhaps you could cast your mind back to the stories about how the mall was struggling to meet it's promise to get the development going but thanks to the Council intervening it got back on track. If you think the council had no role in regenerating the town centre you are indeed living in cloud cuckoo land!

Where this man shops is not news. Rape, murder fatal accidents, good deeds etc - thet make news. This is idle gossip that is of no consquence to anyone but the man himself. His thoughts on the preston regeneration are his business too.

Lets get back to putting news on news feeds. leave gossip for the girlie mags.
