Three hour parking plan for Leyland park to start next week

New parking restrictions on Worden Park car park in Leyland are due to come into effect next week.

The council is bringing in the restrictions to discourage students from using the car park during term time.

Surveys show that park users have been unable to park in the car park during the week due to the large number of students from nearby Runshaw College, Langdale Road, using the car park.

The new restrictions - limiting parking on the main car park to a maximum of three hours - will apply to weekdays during term time only.

They will not apply during weekends or Bank Holidays.

Signs detailing the restrictions are due to be sited next Monday.

After that date, parking attendants will patrol the car park.

Those found staying over three hours will face a fine of up to £50.

Councillor Jim Breakell, Cabinet Member with responsibility for street scene services, said: "We think that these week day term time only restrictions will considerably reduce the number of students parking their cars on the car park.

"It is, however, a trial and if they don't prove successful we will adjust the restrictions accordingly.

"We are introducing the restrictions because many legitimate park users are now unable to park in this car park due to the number of students parking there.

"The council is aware that Runshaw College tries to encourage students to travel by public transport by offering a subsidised bus pass.

"We hope following the introduction of these restrictions that more students will take advantage of the subsidised bus travel, or alternatively cycle or walk to the college."

He added: "We do not want to penalise the students but we must allow legitimate users of the park the opportunity to enjoy it.

"Worden Park holds Green Flag Status because of its wonderful facilities."

The above quote from the article is little more than a insult to the intelligence of the Students. Who else do you intend to penalise if not the student? This issue is about a local councillor who was unable to park on the Park Carpark because of the student cars. Well where would you have them park? The college has created this problem and should resolve it by providing more carpark spaces on the vast patch of land they own. As for the selfish councillor - why can't he catch the so called green buses provided or even try walking to the park.
I dont know if the council are aware of this, but... Students have rights too. I wonder if when your old and in your dotage you will disrespect these people as they become our leaders of tomorrow and perhaps ban your invalid carriages so they can walk their dogs without you getting in their way. That would be justice. Beware selfish leaders of today - our turn will come.

I agree with you Brenda that Runshaw should provide more places for the students to park on campus and it's not going be solve the problem by banning the students from the park. They are only there because they are not allowed to park around the leafy Worden Park estate. It's also no good telling them to use public transport - they all have cars these days and want to use them - it's not going to happen.
The next thing we are going to see is the bottom end of Tesco car park full up and this is part owned by the council. I'm a dog walker who frequently uses Worden Park and I must say the students who parked there took up a lot of space and, in the main, did use up the spaces provided for park users. But perhaps part of the park's car park can be designated for student use as the park users in the week are generally a lot fewer than spaces available.

Anyone who receives a so-called fine for parking at Runshaw College should take note - YOU HAVE NOT BEEN FINED! You have received an entirely unenforceable invoice.

Take a look at the forums on www.pepipoo.com for more information on this scam, and tell all of your friends.

With regard to the parking at Worden Park, I have yet to see the signage, but there's no guarantee that the signage or the tickets will be right.

Having said all of the above, I sympathise wholeheartedly with visitors to the park who cannot find somewhere to park.

But just because the students are parking in the wrong place does not mean that the tickets are being correctly issued.

Certainly, with regard to AS Securi-T (at the college), I am making some enquiries into whether or they could be committing a criminal offence by passing off their invoices as real penalty charge notices.

It come as many student finish there term and will be away until September. When september comes the councillor will be claiming that the measures were a success. Which institutute of sneaky planning did you attend? You can pull the wool over the publics eyes but stop treating the students so selfishly. They are not stupid which is more than can be said of many of our leaders.
More carparking please at the college. Students do pay for the services.

I agree that the students should be given able to park somewhere but I'll be glad to see them off the park. When the 'college bell' rings they all pile on to go home and if you're leaving the park at that time you're in for a very long wait. Some of them are the most selfish, rude drivers I have ever come across. Maybe Runshaw should encourage their staff to travel by train as it's the students who are providing their wages!

There are goin to be parking restrictions at Tesco now. Where are students supposed to park now?? It's either i drive to college or pay a (heavily subsidised) £6 bus ticket home!! SUBSIDISED ... My a*se!!
